The WSAB aims to oversee all adult safeguarding work in the area, ensuring that work is contributing to the prevention of abuse and neglect.
We aim to work effectively with other partnerships to avoid duplication and ensure that this happens in a coordinated way.
Locally the Warrington Community Safety Partnership (WCSP), Warrington Safeguarding Partnership (WSP) and Warrington Domestic Abuse Partnership Board (WDAPB) have always worked closely with the WSAB on a range of activities.
Alongside these key partners there are also other forums and partnerships within Warrington that have clear links to the WSAB agenda.
The document WSAB Partnership and Expectations sets out the expected working relationships and arrangements between Warrington Safeguarding Adults Board (WSAB) and other key local partnerships. It also identifies expectations on WSAB members in terms of their role as WSAB representatives at other partnerships. This is to ensure clarity for all members in terms of responsibilities and duties at other forums.
The WSAB is accountable to the Chief Executive of the Local Authority who is responsible for ensuring it is in place and achieving its objectives. Alongside this the WSAB also reports into the Health and Wellbeing Board in relation to its annual report and progress. This is to provide a more senior strategic partnership the opportunity to scrutinise the activity of the WSAB. There are also opportunities for the WSAB to ensure the community representatives have the ability to challenge and scrutinise plans and activity via overview and scrutiny committees.

WSAB constitution
WSAB meets on a quarterly basis and is chaired by an independent person. Its members and advisors are senior representatives from a wide range of organisations who work with adults at risk in Warrington including members from the three statutory organisations:
- Warrington Borough Council
- NHS Cheshire & Merseyside ICB
- Cheshire Police
Under the Care Act 2014 WSAB has three key duties:
- To publish a strategic plan
- To publish an annual report on the work of the Board
- To commission safeguarding adult reviews (SARs) where these are required.
Subgroups
WSAB uses subgroups to focus on priority areas for development and to ensure delivery of its objectives. Each group has its own terms of reference and contributes to the Board work plan, the board receives updates on a quarterly basis from each sub group.
WSAB also has links to and receives information from other strategic boards and partnerships.
